Yes. The North Dakota Legislative Assembly enacted a law that ended the CHAND program Dec. 31, 2025. All CHAND members had to find a new plan that fits their health needs before that date to avoid a gap in their health coverage.
No. CHAND and BCBSND are two separate companies. The North Dakota Legislature created the Comprehensive Health Association of North Dakota (CHAND) in 1981.
BCBSND provided administrative services to CHAND through a Lead Carrier agreement. The state of North Dakota and its Board of Directors governed the CHAND program and its administration.
