Questions About CHAND

To be sure you have the information you need for your coverage, choose the proper topic relating to your question. If you don't see your question listed, please contact the CHAND Service Center at 844-363-8457.

Is CHAND going away?

Yes. The North Dakota Legislative Assembly enacted a law that ends the CHAND program. All CHAND members will have to find a new plan that fits their health needs before their plan’s renewal date. That way they can avoid a gap in their health coverage. Learn more about next steps on the For Subscribers page

Are CHAND and Blue Cross Blue Shield of North Dakota the same company?

No. CHAND and BCBSND are two separate companies. The North Dakota Legislature created the Comprehensive Health Association of North Dakota (CHAND) in 1981.

BCBSND provides administrative services to CHAND through a Lead Carrier agreement. The state of North Dakota and its Board of Directors govern the CHAND program and its administration.

More detailed information is available in the CHAND semi-annual report.

How is the program is funded?

Premiums fund approximately one-half to two-thirds of the program. The balance is covered by assessments to companies that write $100,000 in annual premiums on behalf of residents of North Dakota.

Blue Cross Blue Shield of North Dakota is an independent licensee of the Blue Cross & Blue Shield Association, serving residents and businesses in North Dakota.
